A Quick question?
As I trying like everyone else to get the most points availble to me,

On Page 6 of the 2009 40k players guide
What is the meaning of this sentence:
"Is the force among the top 10% of armies present? 1"
- Those is refer to the armies paint job?

- Is the paint job above average?
- Is the paint job exceptional?

For me:
The player would receive both exceptional & top 10%
OR
Maybe to prevent some confusion, re-wright the question to:
"Is the force's paint job among the top 10% of armies present?"

It looks like to me a player with an army painted in the top 10% would get:
Above average- 2pts
Exceptional- 1 pts
Top 10%- 1 pts
For a total of 4 points in this regard, where as an above average army would be awarded 2pts, ect.
The idea is to reward you for painting, whatever that level happens to be. So if you took the time to improve your army to an above average level, you get recognition for that. If it were not staggered like this and the next jump after 3 colour minimum was top 10%, it would discourage a lot of very good painters from putting in an extra effort.
And if you're think those extra points don't mean much I'd have you look at the WMC ranking system. Even a few points can influence how you are ranked in the circuit standings. Remember that it's your overall rank in the tournament that makes the big difference.

Yeah, it's nice to reward players for things like drilling out bolters, highlighting eyes, painting stubble, ect. Makes armies really look the part.
