The doubles tourney question

Me and my friend would both be in tier 2 and were wondering how our army composition would work. Would we both have the options of an army under 2k or would we use the same organization chart and have 1 of us be able to take a lord?

GM's summary is right, but if one or both of you happen to be playing high elves, there are potentially some modifications (due to the somewhat different selections high elves usually get). Either way, have a look at the player's guide available here for full details (inlcuding things like generals and lieutenants, as well as the battle standard bearer, and more).

When creating your army list, you are considered to have one 2000pts list and build according to that and you split it as evenly down the middle as you can.
Basically, the way it works out is:
Player 1
1-2 Hero's (one of which may be a lord)
2+ core
0-2 special
0-1 rare
Player 2
1-2 Hero's (one of which may be a lord as long as P1 did not take a lord)
1+ core
0-2 Special
0-1 rare
How ever, you are restricted to building your list and no borrowing points from your team mate. So you are making a list with those restriction and effectively have two seperate armies.
