Ok, so just going over the scenerio's and haven't played anything but just from what i see:

The Fog
#1, is it the unit that is in the fog that has the minus to hit or is it a unit shooting at the unit in the fog or both?
#2 is easy to understand
Does the fog affect declaring charges as well?
Can units be declared to be in the fog at deployment or is it just start of the turn?
