Everything is the rules looks good and is totally understandable. I just have one concern about the tiers. I believe Dark Elves should be in tier 1 as well as the Daemons and Vampires. You should quite possibly put Beasts and Warriors of Chaos in there too. I have played in several test games lately at my club with the Warmaster restrictions.

Dark elves and Warriors do show an overbalance at those levels. I expect cheesy lists but I hope people have some honour. Obviously I haven't fought the new Beasts yet but I was able to check out the new army book at my local GW store and it is a VERY tough looking army. All gas and no brakes mind you.
